Needs and Issues of Special Transportation Services for the Elderly and the Disabled in Suburbs

Abstract

By progress of aging, the elderly and the disabled who cannot use public transportation alone have increased in number, and various transport services for them have progressed since the 70s. In rural areas and suburbs, reduction and withdrawal of public transportation by deregulation progressed. So people living there cannot travel free without driving a car. Most of residents in the suburbs developed at the 60s and the 70s become old, so the needs of the special transportation services for the elderly and the disabled which NPOs manage are increasing. However, by revision of the domestic road traffic law, the ministry of transport laid down various regulations. As a result, management of NPOs launched as a volunteer activity is severe, and a dismissal and its discontinuance of business are increasing. In the Diet, the argument of the basic traffic act including the security of the right to travel was given, but has not been enacted. Without any policy, the quality of life will not be secured.
