Abstract
This article analyzes the results of the Volunteers Awareness Survey among Literacy
Classes in Osaka. It suggests how to develop human rights learning activities and proposes
the guiding principles for literacy classes.
The Survey arose from discriminatory incidents against Buraku people that occurred in the
Literacy Learners Rally in 2019.
First, we scrutinized previous research on literacy learning programs and surveys on
literacy volunteers. Then reviewing our own survey results as a whole, we focused on the
items related to Buraku issues. Lastly, we pointed out four recommendations regarding the
current status of literacy classes in Osaka Prefecture as follows:（ 1） utilizing literacy classes
as a place for raising public awareness, （2） identifying the purposes and ideals of human
rights-based classes, （3） enhancing human rights training opportunities for volunteers, and
（4） clarifying the image of changes in literacy classes.
