Abstract
This paper examines how a nudge approach can function in the context of science and technology regulation—using AI technology as a case study—where there are concerns regarding risks associated with uncertainty. Furthermore, this paper examines the potential of the nudge approach regarding AI regulation, as well as the associated policy challenges. While nudges have traditionally targeted "groups,"interaction with AI has made it possible to target specific "individuals." Specifically, regarding the relationship (including interactions) between AI and nudges, this paper first examines the societal impacts of nudge functions in AI ("AI nudges ") and the associated regulatory policy challenges. These societal impacts include both positive and negative effects. Next, in order to ensure the effectiveness of AI regulation (including AI nudge regulation), this paper examined from multiple perspectives the potential and limitations of nudges as an approach complementing regulatory measures. From these two perspectives, this paper offers new insights and policy implications regarding the relationship between AI and nudges, specifically within the context of AI governance—including AI regulation.
