Abstract

The Basic Act on Disaster Management revised in 2021 obliges municipalities to make effort to formula individual evacuation plans.This study aimed to grasp the current status and issues of evacuation support for the elderly in the event of a natural disaster to promote efforts by municipalities.I conducted a survey of welfare professionals including care support specialists at in-home care support facilities in City B,Prefecture A,with responses obtained from 107 people at 47 facilities.

While some support is being provided by welfare professionals at this time,this study revealed the following four issues in evacuation support.(1) Users' intention to evacuate is influenced by external factors,such as the environment of the evacuation site and their reticence toward others, as well as their internal factors,both of which need to be addressed.(2) Given the wide range of issues involved in evacuation support for the elderly,efforts should be made to select evacuation sites and smoothly use public services according to mental and physical conditions.(3) Information necessary for evacuation support includes necessary evacuation support,disaster risks,information on facilities at evacuation sites,and information on support available at evacuation sites.(4) An issue for welfare professionals to formula individual evacuation plans is that formulation for all users is difficult despite its need; role of welfare professionals to clearly definer.
