Issues for Promoting Evacuation to Accommodations in Storm and Flood Disaster

Abstract

In recent years, "decentralized evacuation", which is a variety of evacuation behaviors other than evacuation to designated emergency evacuation sites, has been attracting attention. The effectiveness of evacuating to accommodation facilities early has been pointed out, including the preventive evacuation before the issuance of evacuation information. Some local governments have established a subsidy system to subsidize accommodation fees. But it is thought that the concept of evacuation to accommodations has not been spread. Therefore, in this research, we collected and analyzed examples of local government systems that subsidize the cost of evacuating to accommodation facilities, interviewed surveys of accommodation facilities that accept evacuees during typhoons and heavy rains. And we conducted an Internet questionnaire survey on residents' thoughts on evacuation to accommodation facilities and the possibility of paying the costs. And then we organized issues and proposed measures to promote early decentralized evacuation to accommodation facilities. As a result, we found that although the understanding of decentralized evacuation is not progressing at present, many residents may consider evacuation to accommodation facilities from an early stage before a typhoon or heavy rain hits. In addition, it was found that it would be useful to promote the evacuation of accommodation facilities not only for those who need special care in the event of a disaster, but also for general residents. In promoting the evacuation to accommodation facilities, it is necessary to have a mechanism that can prove the safety of the accommodation facilities, provide disaster information, and support the provision of supplies.
