Abstract
In this paper, the educational policy of the coalition government that the Democratic Party of Japan organized was examined from the viewpoint of finance. This educational policy is provided for by the manifesto of the Democratic Party of Japan even though the new government is a coalition. The main contents of this paper are as follows: First, one feature in educational policy of "the manifesto of the Democratic Party of Japan in 2009" was pointed out to show some amount of estimation. Secondly, the organized process of the budget in 2010 fiscal year was analyzed, and it was pointed out that the substantial policy to make high schools free was the maximum pushing up factor of the education budget. At the same time, it was shown that other expenditures were reduced as a whole. Thirdly, it was pointed out that the items concerning annual revenue of national budget in "the manifesto of the Democratic Party of Japan in 2009" were abstract, and this fact was characterized by the absence of the financial policy. On that, I suggested the necessity of drawing a new state image by thinking that complete achievement of the educational policy of Democratic Party was extremely difficult in case of being under financial crisis.
