Abstract
The reform plan of the Democratic Party (Manifesto in 2009) is as follows: Abolish the board of education system and make the manager of educational administration a representative of the local government. The abolition of the board of education, was also discussed during the period of the former government. Abolition of the established duties of the board of education or abolition of the board of education are a part of the discussion of decentralization reform. Mr. Toru HASHIMOTO Governor of Osaka Prefecture (2008), tackles decentralization reform following a high support rate. He cut the budget of Education and Culture. But he places importance on the results of the National Assessment of Academic Ability (Zenkoku Gakuryoku test) and has come to control the educational administration. In 2010, he adopted the abolition plan of the board of education that is the same as Democratic Party. The intervention of the governor in education has already caused confusion.
