The Effect of Policy Implementation by Career of School Principals : The Case of School Council System in Yokohama(IV Research Papers)

Abstract
The purpose of this paper is to clarify the effect on policy implementation of the career of school principals, using statistical analysis of a survey of school principals. Specifically, Yokohama City School Council System was chosen for the analysis. The reason I chose Yokohama City School Council System as the sample is the following: Yokohama City is unique in the way that on the one hand it sets a target to increase the number of schools which adopt School Council up to a specific number, but on the other hand it leaves to school principals the power to decide whether their school adopts a School Council or not. Therefore, I analyze how school principals make the decision about that based on their career. I use logistic regression to analyze the data. The following is the finding of this research. In most cases, school principals, who adopt the School Council System, have the experience of supervisor and the experience of seniority as school principals. Therefore, when Yokohama City adopts school principals, it is required to make a decision taking into account the experience of supervisor and seniority as school principals.
