Abstract

In china there is not a law to establish an effective legal right of access to government information. Although china has promoted their e-Government construction, and many local governments have established World Wide Web pages, which identify and link administrative information resources. But information disclosure is few and lag, in most WWW pages the on-line procedures and electronic format is unavailable. This research discusses an e-Government mechanism under non administrative information disclosure institution through the case of china. As results, the goals of e-Democracy society.
