Abstract
It seems that a tacit socially-accepted idea of improving individual and society-wide quality of life (QOL) with progress of information age was among people. However, the side of the shadow such as criminal activities on the Internet and techno-centered is being actualized in recent years. To control the side of the shadow that this information society gives QOL, and to promote the side of light, the relevant information literacy is demanded. However, the early research on literacy that values the improvement of QOL is not so seen. Then, anew index of information literacy was developed from this aspect in this research, and the reliability and validity were verified.
