Abstract
Local government has lower rate of preparing its Business Continuity Plan (BCP) than enterprise. The reasons which make difference between the both are explained by external environment factors and internal environment factors. This paper introduced the outline of ICT-BCP Guideline for Local Governments, which was made by Ministry of Public Affairs and Communications. And this paper also pointed out that tops of local governments should exercise their leadership and change their organizations' norm for preparing their BCP.
