Abstract

Although, after three decades since invention, the statistical decision theory has contributed to the development of statistical theories and operations research, its own basis of thought, i.e., the idea of decision-making under uncertainty, found practically no application to case study. So many statisticians have been absorbed in mathematical refinement for the decision theory to expedite statistical theory that the applicability to case study has received undue ignorance. The article deals as case study with how to treat a public officer now under the criminal trial, i.e., whether to dismiss him as the law requires or apply the discretionary measure. That depends on the sentence, labor relations, authoritative policy and many other factors.
