"Media Literacy" is proposed as: the ability to critically read information created by the media, and to express oneself by using media. This idea arose in English speaking countries through the criticism and the civil action against mass media. Information from mass media is a recreation of reality and is rearranged by the sender. From viewpoint of Media Literacy, this report explores the massive modern media, particularly the present situation and the background of Japanese Ground Wave Television losing social trust because of commercialism, and insists on the necessity of the Media Literacy Movement.
