This report deals with whole parks in Kadoma city, Osaka, densely inhabited district, that has 166 parks including urban small parks less than 1,000m2 such as play-lot and parks developed by housing development in rapid economic growth period. We draw up the plan about pilot plan and policy of parks’ abolition, aggregation, and reorganization on whole parks in this city. For drawing up this plan, we conduct as follows : 1）investigating equipment and residents’ use for 4 days to detect problems on aging equipment and parks without many people. 2）questionnaire, residents’ workshop at each region and pilot program to take account of residents’ needs. 3）discussion in exploratory committee with academic researchers and others.
