Abstract
Manpower planning in an organization essintially consists of three-level planning problems. i.e., job family subsystem level, primary subsystem level (level of subsystem by job family and job class), and secondary subsystem level (level of subsystem by job family, job class, and length of service). Theis paper presents three-level planning models which form an integrated model as a whole. The planning model of each level is developed as a goal programming modl. By using the present models, manpower planning problems can be solved systematically, including long-term and macroview planning problems and short-term and microview planning problems.
