Abstract

Japanese parliamentary proceedings are vital public information for democracy, yet their volume and technicality make it difficult to grasp key points, structure, and temporal development. This study presents a proof of concept of an analytical framework for the 2023 proceedings of the House of Representatives Committee on Economy, Trade and Industry. The framework integrates two-stage summarization—extractive summarization using BERT+MMR and abstractive summarization by Claude Sonnet 4 with reference-constrained generation—with topic extraction by BERTopic and time-series visualization. Even under extreme compression (0.96% in extraction and 0.11% in abstraction), automatic and formative human evaluation suggested the feasibility of summarization that balances faithfulness and readability, descriptive capture of debate dynamics, and integrated presentation of summaries and visualizations. The framework thus offers design principles, from an information media research perspective, for restructuring lengthy parliamentary records into public digital information resources accessible to citizens.
