Abstract
Today, the international organization as IMO began looking on human factor as one of the most important factors acting on maritime safety. The education of seafarer, who is the last operator of safety, gives the exact affection to the maritime accident. As seamanship is the result of the education system, the study on the system becomes the key way to keep maritime safety. The modernization on education system of Chinese seafarer was from the start of navy education in the last half of the 19th century, and many similar aspects can be found on policy, legislation and training, etc between that time and today. So comparison and study should be done to make clear not only the change and the problem of this education system, but also the image of seafarer on both two times. As the internationalization of maritime decides on the globalization of the seafarers' education as a basic nature, having the globalization as the standard of estimating seafarers' education system is need for closing up the problem and improving this system.
