Evaluating International Port Facilities From the Point of View of Port Security

Abstract

In order to clarify the implementation of the port facility security in the international port that has not been disclosed information, the authors carry out field work. By analyzing the survey results on counter-terrorism, we were able to evaluate Japanese port security, including vulnerabilities. During fieldwork implementation, the authors proposed a check sheet to clarify ambiguous legal standards. First, the authors assessed ports on the basis of evaluation criteria for port security. The authors found that it might have not necessarily been possible to prevent the same level as the terrorism that took place in the past. Second, related to the revised SOLAS Convention of July 2004, the authors evaluated facilities based on the policy objectives of port security circumstances established in the Act on Assurance of Security of International Ships and Port Facility. As a result, although port security for our country has been vulnerable to harbor/port terrorism, the authors revealed that sufficient security measures have been implemented according to the original purpose of that domestic policy.
