After local governments respond to disasters, they should record their lessons and experience. In this research, we tried to develop an effective procedure to transfer the responders' experience to non-experienced responders by constructing the knowledge assets of their work contents and lessons learned from their real response. As the result of this research, we got two conclusions. One is the knowledge collected from the experiences in Kashiwazaki city at the 2007 Niigataken Chuetsu-oki earthquake was effectively transferred to the non-experienced responders for Kashihara City. The other is that we proposed the evaluation framework the progress of strategic knowledge transfer based on the observation of behavioral traits in the non-experienced responders.
