Abstract

We had experienced many kinds of disasters and national, local governments implement various kinds of countermeasures. Though one of them is building information system against disaster, these systems are tools for estimating damage shortly after disaster occurred,, and GIS is not still used well emergency response and management effectively. Through our activities on disaster site by using GIS, information system is required “speed to build” and “flexibility to use” at the same time. In fact, it is difficult to build fixed information system met the necessary system requirements. The purpose of research is to build standardized information processing based on location information for local governments that they should prepare in advance.
