Evacuation Support for Vulnerable People to Disasters

Abstract

This paper introduces the current situation of the measures for evacuation support for vulnerable people to disasters and difficult cases, and suggests some administrative and legal problems from the viewpoint of how to promote the measures for evacuation support at the local level. The author discusses administrative and legal procedures that should be completed by municipalities to provide local community with the personal information of vulnerable people to disasters and how to offer nursing-care services to elderly people and disabled people, etc. after evacuation.
