Understanding Dam Managers's Awareness and Issues of Presenting Informationto Residents in the Downstream Area Related to Flood Exceeding the Designed Level

Abstract

In order to understand the factors that contribute to the perception gap between dam managers and residents in the downsteam area when emergency water discharge operations occur, we conducted a literature review and interviewed several dam managers. By applying the KJ method to the basic data, we revealed that publicity on excess floods has been scarce for a long period of time, and this may be the cause of perception gap. And we made suggestions for improvement in this problem.
