Abstract

The purposes of this study are to clarify roles and characteristics of prefectural human resource assistance in the emergency response operations of municipalities included in the prefectures affected by large-scale flooding, and to propose a standard model of human resource assistance to municipalities that should be implemented by prefectures in Japan. The results of interviews with four prefectures affected by major flooding and two questionnaire surveys for all prefectures and flood-damaged municipalities indicate that prefectures are expected to dispatch executive staff, to dispatch prefectural staff as manpower, and to coordinate external support for affected municipalities.
