This paper introduces a comprehensive earthquake disaster reduction planning process spotlighting to stakeholder involvement The planning process was developed from a case study in Marikina City, Metro-Manila, Philippines. Planning process was developed considering the following points could be accomplished; 1) Stakeholder involvement, 2) Coordination with a future developing plan, 3) Installing strategic planning framework, and 4) Comprehensiveness of contents. Marikina Comprehensive Earthquake Disaster Reduction Program (CEDR) and Action Plan was established through a collaborative work with stakeholders of Marikina City Government. Uniqueness of established plan is also introduced.
