Abstract
The purpose of this study is to clarify the planning process of the Policy of Tourist Industry during 1930s in Japan. This paper focuses 3 persons who belong to Japanese Government Rai Iways and J. Inoue. Findings are as fol lows; Beginning of the pol icy had been prepared by J. Takaku and G. Arai as an officer of Japanese Government Railways. Then Y. Hatta who changed his occupation from an officer to a member of Parliament negotiated with others to legislate. The role of J. Inoue was that hotel enterprise in Osaka-City promoted by him had contributed towards the construction of Kokusai Kanko Hotel and its resort after 1930.
