Abstract
In the early 1900's, Mr.Genjiro Nozawa and Mr.Koujiro Tsutsumi began developing the land in the Karuizawa area, and consequently the number of Japanese in the area increased and prices went up. In 1921, a group of missionaries who had been staying there decided to build their own "Ideal" resort next to Lake Nojiri in order to avoid the general influence. The missionaries' (and their foreign associates') formation and management for this "Kamiyama International Resort Village" form the main body of this resort. It also mentions such things as how the cottages were built, how the land was sectioned and how the foreigners spent their holidays there.
