This study examines the effectiveness of destination governance in tourism promotion measures for sustainable regional development, using the Shiga Kogen Snow Resort as a case study. From the destination governance perspective, this study organizes trends in tourism promotion and considers management challenges and their underlying causes. The findings reveal that the application of the concept of destination governance is effective for managerial decision-making in the development and management of snow resorts in areas with existing land ownership and resource utilization regulations, as well as in regions with substantial local autonomy and a sense of coexistence, indicating a high potential to realize regional development that serves the public interest.
