Abstract
As they proceed to the development of resort facilities all over the country, it becomes one of the most important problem to protect natural landscape in resort area.On the other hand.it is very difficult to reach agreement on it among relative subjects,because they are composed of many kinds of people and there are many conflicts of interests among them. In Totigi prefecture,the regulation to protect landscape of road-saide, called "Totigi Furusato Keikan Jourei", was established in 1992 and it was adopted to three roads in Nasu-area.In this paper through the case study, relative subjects are divided into four categories, namely visitor, inhabitants of the area, inhabitants of road-side and land owner. We analyse differences on consciousness for the regulation among them.
