Abstract
In the coming century the Japanese people need to study various aspects of consumer education-respectively, according to different stages of the student's development. We propose that the ability standard of living criteria in the consumer education is needed. In this paper we have divided the expertise into four areas and examined whether the level of ability in each area is suitable for elementary students: 1 Consumers'rights and responsibilities 2 Consumers'behavior 3 Consumers'attitudes to enterprises and administrations 4 The environment of the consumption lifestyle Elementary teachers have criticized an earlier report, saying that standards don't necessarily suit elementary students. Therefore the standards have been improved.
