The NPO-Driven Decentralized Research System is proposed as a new industry-academia-government cooperative research system to promote large-scale and long-term research. RoboCup as the first actual case was managed by the author with the trustees.
Six main organization properties of this system, “vision-driven” organization, autonomous and decentralized nature, facilitation of collaboration with other sectors, openness, competitiveness and selectiveness and ease of start-up can manage ten factors that negatively affect long term government-driven R&D projects in Japan. Nine concrete management measures were picked out and proved effective to promote research activity in RoboCup.
