Evaluation of Incorporated Administrative Agency System

Abstract

  The incorporated administrative agency (IAA) system was founded as parts of the reform such as central government offices in 2001.

  This system has been applied more than ten years．Meanwhile, government keeps IAA high performance with dual evaluation system; Commission on IAA Evaluation of each Ministry and Commission on Policy Evaluation and Evaluation of IAAs in MIC. But a new system is started because general act of IAA was revised in 2014.

  Therefore, in this paper, I analyze the accumulation of the result of the evaluation in the past before a new system and want to try consideration about the problem in the evaluation.
