Abstract
China is the largest recipient of Japanese bilateral assistance. In turn, Japan is the largest donor to China. Japanese assistance to China has changed with the change in political and economic situations of both countries. In these years, environmental projects are put emphasis in the assistance. Although Japanese assistance policy is criticized in domestic as well as international context, China as a recipient should be examined. In this paper, we pay attention only to Japanese environmental assistance to China. Significance of Japanese official development assistance will be reexamined and efficiency of Chinese polity with respect to environmental assistance will be analyzed.
