Abstract

Victims often suffer violations with regard to their human rights such as life, health, and property. Supporting such victims is the mission of a lawyer.

Legal advice implies (1) to cheer up, (2) to provide information, (3) to prevent conflict, (4) to prevent panic, and (5) to investigate the facts of the law.

The process of enacting a law also requires a PDCA(Plan-Do-Check-Action) cycle.

Lawyers need to work with healthcare, health, welfare, economics, culture, academia, citizenship, etc.

The Disaster Relief Act has many problems. A review is thus necessary.

During peacetime, it is important for experts in different fields to work together.

When developing a BCP (Business Continuity Planning), it is necessary to refer to precedents. It is first to save lives.

In particular, it is necessary to pay attention to safety obligations.

There are several court cases, but we have to make use of these lessons.
