Abstract
The author, as a staff of JICST, attended the conference of ICSTI held at Kongress Haus in Baden-Baden, FRG., from May 29 till June 2 in 1985. The conference was substantially regarded as the first confernce of newly established ICSTI. This paper explains the aim and the process of reorganization of ICSU AB to ICSTl. Further, the report introduced the central theme such as the problem of "document delivery" and that of "the legal aspects on information transfer." In addition, the report referes to the trend of late in relation to I u D activity in FRG, the place where the conference was held.
