The National Institute of Science and Technology Policy is the body of which fundamental activities are to gather and analyze information. This paper describes how information is gathered, and what type of information is demanded and collected within this institute by showing examples of research practices. It makes clear that the fundamentals of information gathering activities rely on building of opened research system which is composed of staffs with diversified backgrounds as well as forming of broad human network linking the institute to the outer world.
