Abstract
The Osaka Prefectural Central Library started to communicate with local residents about the social problem, by linking exhibitions with the participation-oriented information services. I will introduce two cases. First, mini forum on the lay judge system served to solve a high-level problem that could not be settled by the documents of the library. Second, participants can deepen their interest and understanding by talking each other in "Science Cafe" about the exhibition. In addition, it makes us consider the meaning of offering information that the library does not have, and the values that local residents and experts think together at library about the future.
