The issue of price increase of scholarly journals, as called "Serials Crisis" enters a new phase by emerging "electronic journals" in 1990s to 2000s. Solutions are still to emerge from the negotious between publishers and library consortia. After reviewing the current status of serials crisis and consortial pricing in a global context, this article outlines the details of the consortia formation, its developments and the current issues of the Private & Public University Libraries Consortium.
