The aim of this article is to analyse the method of control against small developments by local building guidelines at Tokyo-ku wards, especially from housing aspect. Main building guidelines dealt with here are; 1) control of minimum lot size and minimum dwelling unit, 2) control of one-room lease manshons, 3) obligation of mixed housing development. After some theoretical exsaminations. relations between guidelines dealt here and legal regulations are clarified. Then orientations for the synthesis between them are indicated.
