PREVIOUS STUDIES ON THE OPTIMAL TRANSPORTATION NETWORK DESIGN USUALLY ASSUME THAT THE TRAVEL DEMAND, WHICH IS DETERMINED BY THE DISTRIBUTION OF SOCIOECONOMIC ACTIVITIES, IS GIVEN AND FIXED. HOWEVER, THE TRAVEL DEMAND IS CHANGING AND CHANGEABLE BY THE TRANSPORTATION DEMAND MANAGEMENT. THIS STUDY PROPOSES A MODEL THAT COMPUTES BOTH THE MAXIMUM TRAVEL DEMAND DISTRIBUTION AND THE OPTIMAL TRANSPORTATION NETWORK UNDER A CONSTRUCTION BUDGET. THIS MODEL IS FORMULATED AS THE COMBINATION OF THE MAXIMUM OD MODEL AND 0 - 1 INTEGER PROGRAMMING PROBLEM. BY APPLYING THE MODEL TO THE ROAD NETWORK OF KYOTO, THIS PAPER SHOWS THAT THIS MODEL IS USEFUL FOR THE INTEGRATION PLANNING OF ROAD NETWORK DESIGN AND THE LAND USE PLANNING.
