Abstract
After the Hanshin Awaji great earthquake, the importance of independent activities for disaster prevention is pointed out and self-governing bodies all over the country are promoting formation of the neighborhood disaster organization which uses a neighborhood association as the main part. If this association is used as the main part at all, it is necessary to regard independent activities for disaster prevention as a part of Ordinary activities. However, it is a question whether these organizations fully function as nowadays local community is becoming lack of goodwill. The purpose of this study is to grasp the actual condition of the neighborhood disaster organization of Akita city, based on the relevance of independent activities for disaster prevention and Ordinary activities. This study also tries to clarify the feature of an active neighborhood disaster organization and examine the policy to activate the local community.
