Abstract
One of the most important requirements for implementing a public participation program on NIMBY facility siting is to identify the public, the level of involvement on decision making and ensure fairness. Hybrid public participation is designed to have actors play roles complementarily each other according to the progress of the process. Examining its possibility from the general public's intention to participate in the process indicates that they vary depending on whether the decision will be made within the community or not. Moreover, the most public regard the criteria “Representativeness” important primarily as fairness, and tend to accept the outcome from the usual expert committee or referendum rather than citizen panel or citizen advisory committee at present.
