Abstract
Many buildings in redevelopment area have vacant floors caused by the withdrawal of key tenants. This study aims to seek the way to utilize these floors by surveying the current situation of the withdrawal and generation of vacancy and clarifying the problems. As conclusions, we clarified that there are large amount of vacancies in 31 redevelopment areas those are to be resolved promptly. However, we found that there are several obstacles for utilization process such as the lack of management skills, excessive numbers of property right owners for prompt actions, and location and surroundings environment of the buildings. To overcome these difficulties, assistance of local governments and public-private cooperation are needed.
