Abstract
In Murakami-city, Niigata, the center of the town had declined like other cities in the country. But now there has been a sign of revitalization, which takes advantages of town houses and so on. However, there has been confrontation among residents and the goal image of the city has been yet to be settled. In this research, we will clarify how the goal image of the city has been formed and then find out the confrontation factors on consensus building. By researching this issue, we found out that the difference of the purpose between two sides has caused the confrontation; some want to preserve historical resource, commerce, townscape, town house and road, while others want to develop the town. It can be considered that those two sides have not had enough chance to discuss the problem in detail. It is now necessary for both sides of the residents to reach a consensus on their goal image and on specific strategies for the goal.
