Abstract
Aesthetic District is the one of the oldest measure to control townscape in the Japanese City Planning System, which began with the establishment of Urban Area Building Act and Former City Planning Act in 1919. In this paper, the author tries to clarify the concept of Aesthetic District System by focusing on the legislative process of Building Standard Act from 1946 to 1950. In the early period of the process, revision of Aesthetic District System was intended to make it enable to create good townscape. But it was not realized by several reasons such as the delay of the revision of Former City Planning Act.
