Abstract
This paper aims to clarify fundamental conditions of endogenous development in the Saijo festival through the analysis of the management form which consists of three viewpoint, 1) dedication of floats, 2) types of owners and participants, 3) the local community which maintain the festival. First of all, the number of floats has increased about twice in twenty years with maintaining the traditional style of the festival. Secondly, a group of owners is coincident with the local community, but on the other hand participants are allowed to carry a float beyond the local community. Finally, the local community is identified as the spatial and social character and has a role of supporting the increase of floats and participants.
