Abstract
We aimed to clarify that in what background does problems generate, and by what method it is solved, as a case study of Senri new town. As a result, it became clear that problems generate in opposition of hope to preserve living environment of residents and development, and problems generate near detached houses and green belt. And it became clear too that deliberations, concession, etc. of the persons concerned are important for solution of problems. In Senri new town, reconstruction of public apartment houses will increase, and many problems will generate. In order to keep away and solve problems, it is important that residents discuss and make agreement about residential environment.
