A Study on the Condition and Problem of Participation of Prefectural Government in Land Use Policy of Non-Planned Area Presented by Local Authorities

Through the Correction Process by Niigata Prefecture to the Local Authorities Idea of Non-Planned Area Policy

Abstract

In this study, we pay attention to the policy of land use in non-planned area described to the city planning area master plan and discuss the ideal way when prefectural govrenment take part from large area and objective viewpoint to land use plan of local authorities. We confirm that the prefecture add the great correction to the local authorities idea that excessively designated the development area and that there is a distance in the idea to the non-planned area of the prefecture and the local authoritiesIn conclusion, we discuss the necessity of the improvement of local authorities' consideration and the supplementation on the system to the non-planned area presented appropriately.
