Abstract
Cadastral survey is not going on smoothly especially in urbanized area in Japan. This paper compares the problem of cadastral survey in Urbanization Promotion Area with that in Urbanization Control Area. As results of questionnaires to city officials and covariance structure analysis, frequent changes of landowners and existence of joint owners in Urbanization Promotion Area make it difficult to verify ownership directories. But insufficient staff and budget for cadastral survey has greater effect on difficulty in defining boundaries than the hard work to verify ownership directories.
