Abstract
The Carbon Emission Reduction, particularly in the residential and office uses, are seriously considered under the natural and social conditions. However, district or block based low-carbon planning was not developed even in the officially selected Eco-Model City Projects. The purpose of this study is to clarify low carbon planning system under the characteristics of land-use in Yokohama City. The paper firstly reviews current CO2 emissions, followed by the calculation of estimated CO2 emission reductions based on the reduction plans. From the analysis, three projects were evaluated: such as introduction of renewable energy technologies to the individual projects, district heating and cooling system and urban shrinkage. Even these scenarios would be effectively worked, establishment of responsible body should be essential, and further discussion is required.
