Abstract
This research deals with the belief and disaster tradition from the disaster culture of the flood prone areas all over Japan and Saitama and crisis management. The result are summarized as follows: 1. Established of beliefs and disaster tradition in flood-stricken areas all over Japan. Phase; preparation and adaptation, latest occurrence, action taken after disaster, recovery period. And the relevance of flood damage was found. 2. In Saitama, weather proverbs are found to be related to topography, flood damage and water transport. 3. Weather proverbs has its phases per period of time weather it is on the sane day or next day to come. And crisis management was done based on daily life.
